Ukraine has implemented only 15% of reforms needed for potential EU membership

As the Guardian writes, a ten-point reform plan was agreed upon back in December 2025, but Kyiv has not succeeded in its implementation. The plan, in particular, provides for strengthening anti-corruption structures.
