Belarus clarifies fingerprinting procedure
New law requires fingerprinting foreign citizens and stateless persons at the border
The President of Belarus signed the law "On Amendments to Laws on Issues of State Dactyloscopic Registration," which improves legislation in the field of ensuring national security.
According to the law, dactyloscopic registration has become mandatory for foreign nationals and stateless persons undergoing border control when crossing the state border, as well as for those subject to deportation, expulsion from the country, or transfer to a foreign state under an international readmission agreement.
The list of persons subject to registration has been included in the list of individuals whose entry into Belarus is prohibited or undesirable. In addition, border authorities may decide to conduct dactyloscopic registration in the interests of national security.
Information on collected fingerprints may be used by prosecution authorities, courts, internal affairs bodies, border services, and other agencies engaged in operational investigative activities.
According to the report, the law aims to increase the efficiency of dactyloscopic registration, accelerate the identification of risks and threats to national security, and facilitate the rapid neutralization of internal and external sources of danger.
Context
The regulation of dactyloscopic registration in Belarus was first established in 2020, but the law provides for more precise regulation.
The new law strengthens security measures by introducing mandatory fingerprinting for foreign citizens and stateless persons at the Belarus border.
