Residence Registration Guide for Foreigners in Belarus (2025)
1. Registration Obligation
All foreign citizens staying in Belarus for more than 5 working days must register their stay with the Migration and Citizenship Office corresponding to their place of residence.
2. Registration via Hotels or Accommodation Facilities
If staying at a hotel or similar facility, the registration is handled by the administration within 5 working days of arrival.
3. Registration in Private Housing
- If staying in a private apartment or non-commercial property, registration must be completed by the foreigner or the property owner.
- In these cases, the foreigner must either register online or visit the Migration Office together with the Belarusian host or representative of the hosting entity.
4. Online Registration
- Since 2019, you can register online for free at the official portal: portal.gov.by
- The system only works if you are physically in Belarus. Registration from abroad is not allowed.
- To begin, create an account using your passport details. You will receive a confirmation email within 24 hours (usually immediately) with a link to set your password and access the portal.
5. Detailed Online Procedure
- After login, select form code 200.12.14.1 – Registration of foreign citizen or stateless person temporarily staying in Belarus.
- Fill out the form with:
- Personal details (name, surname, date of birth, etc.)
- Valid health insurance policy (mandatory), with minimum coverage of €10,000 from an authorized Belarusian insurer.
- Temporary residence address in Belarus
- Visa information, if applicable
- Details of the host person or organization
- Submit the form and wait for confirmation. Status will appear in your online profile.
6. If Online Registration Fails
If the online process gives errors or cannot be completed, you must register in person at the local migration office.
7. Consequences of Failure to Register
Failure to register within the deadline leads to administrative penalties including fines, possible expulsion, and future entry bans.
8. Cost
Registration is entirely free, both online and in person at migration offices.
