Lukashenko signs customs reform decree
New powers for monitoring domestic transportation
On Monday, January 22, President Alexander Lukashenko signed a decree improving the operations of customs authorities. According to the document, customs services are granted powers to verify, at departmental customs clearance points, whether foreign carriers possess the required permits—"dazvol"—for traveling across Belarus. Previously, customs authorities checked vehicles only at the border. The decree aims to enhance the efficiency of monitoring international road transport in the country and strengthen the internal customs supervision system.
Context
Until now, intensified control over transportation relied solely on checks at the external border.
President Lukashenko signed a decree expanding the powers of customs authorities, allowing them to monitor foreign carriers' permits within the country, not only at the border.
