MVD: expand preventive grounds

The Ministry of Internal Affairs (MVD) has proposed changes to the rules of preventive registration, expanding the list of grounds for its application. According to official representatives, the proposed changes will allow monitoring citizens' behavior in broader areas, including disorder and offenses that previously were not covered by registration. Responsibility for implementing the new regulations will be assigned to police and special units, and the monitoring procedure will operate independently of court decisions. The final decree has not yet been published, and the new registration scheme remains under discussion.
