At the All-Belarusian People's Assembly (ABA), within the framework of adopting the five-year plan, a separate focus was for the first time placed on strengthening defense capabilities. As explained by Colonel Andrei Bogodel, Deputy Head of the General Staff Faculty of the Armed Forces Military Academy of Belarus, 'the five-year plan is achievable only under conditions of peace and reliable defense.' The report notes that in a region where a special military operation continues in the south and a 'militaristic rally' is observed in the west with Poland, Lithuania, Latvia, and Estonia, military spending amounts to 4.8–5.3% of GDP, sending a 'direct signal' that cannot be ignored. This decision highlights Belarus's strategic focus on ensuring its own security amid a volatile geopolitical environment.
