Changes in pension provision and social protection of the population

On December 11, 2024, the President of the Republic of Belarus signed a Decree introducing changes to the system of state social insurance and pension provision.

According to the new document, the bodies of the Social Protection Fund have gained the right to independently resolve debt recovery issues and use interagency information resources without a notarial enforcement clause. In addition, the fund will be able to obtain data on mobile phone numbers of individuals paying contributions and send them notifications and messages.

The Decree also amends Decree No. 40 of January 16, 2009, 'On the Social Protection Fund of the Ministry of Labor and Social Protection,' removing from the fund's powers the financing of employment support activities using funds from the Social Security Fund budget.

The new provisions also affect diplomatic staff: the procedure for paying mandatory insurance contributions for spouses has been clarified in Decree No. 276 of May 15, 2008, 'On Certain Issues of the Diplomatic Service of the Republic of Belarus.'

Furthermore, duplicate provisions regarding pension appointments have been removed from Decree No. 171 of May 18, 2020, 'On Social Support for Certain Categories of Citizens,' and terminology has been clarified in Decree No. 367 of September 27, 2021, 'On Voluntary Insurance of Additional Accumulative Pensions.'

These measures are aimed at simplifying social protection procedures and increasing the efficiency of pension system administration.

Context

Earlier, in 2009, Decree No. 40 was adopted, and in 2010, Decree No. 169, regulating the field of social insurance in Belarus.
