Utilities tariffs 2026 in Belarus

On January 23, the President of Belarus signed a decree "On Setting Utility Tariffs for the Population in the Housing and Utilities Sector for 2026." The document establishes maximum tariffs for utility services. Payments for the population will increase by up to 0.5 base units, except for heating and hot water. Starting January 2026, the cost of all services except heating and hot water will rise by 19.37 rubles, and starting June, the cost for heating and hot water will increase by 3.13 rubles. For a family of three living in a two-room 48 m² apartment with average consumption, utility expenses will account for 3.5% of their income; for two pensioners, it will be 7.5%. Despite the tariff increases, state support for the population will continue through non-cash housing subsidies. Subsidies are available if monthly utility payments exceed 20% of the average monthly total income in urban areas and 15% in rural areas.
