Utilities fees to rise in Belarus

All services except heating and hot water will become more expensive starting in January

Starting January 1, 2026, Belarus will raise the subsidized rates for household utility services (HCS). According to the Ministry of Economy, a new payment level will be introduced for all service categories—gas, electricity, water, waste disposal, and residential building maintenance. Heating and hot water are excluded from the increase and will retain their previous rates. The government explains the rate hike as necessary to compensate for financial losses incurred during the reconstruction of communal infrastructure and rising material costs.

Experts note that the rate increase may put pressure on household budgets; however, they also state that the new prices will encourage more rational resource consumption.

Context

A similar tariff adjustment was previously carried out in 2022, which resulted in higher prices for water and electricity.

Summary:

Starting January 1, all utility services in Belarus, except heating and hot water, will become more expensive. The government justifies the increase by restoration works.
