Vadim Elfimov: tactics of fugitives are changing

Vadim Elfinov, head of the Department of Social Policy and Ideology under the President of Belarus, reported that the tactics of the fugitives have changed, as they realized that previous methods did not yield results. According to Elfinov, "they have to somehow reincarnate, or rather not even reincarnate... they cannot completely change their karma, but they can re-incorporate, that is, return to the political field of the Republic of Belarus." He noted that now they will strive to assist within the country's political system.
