Housing and utilities tariffs in Belarus 2026
Decree on increasing payments by January 23
On January 23, the President of Belarus signed a decree establishing utility tariffs for the population in the housing and communal services sector for 2026. The document sets maximum allowable utility tariffs. According to the table, payments for a family of three living in a two-room apartment with a total area of 48 sq. m, with standard utility consumption, will increase by no more than 0.5 base units or BYN 22.5.
The tariff increase is planned in two stages: starting in January—for all services except heating and hot water supply, BYN 19.37; starting in June—for thermal energy for heating and hot water supply, BYN 3.13.
The share of utility expenses in family income in 2026 will amount to 3.5% for a family of two working individuals earning the average national salary, and 7.5% for a family of two pensioners.
In addition, state support for the population continues: citizens and families can receive non-cash housing subsidies if their monthly utility payments exceed 20% of their average monthly total income in urban areas and 15% in rural areas.
On January 23, the president signed a decree setting utility tariffs in Belarus for 2026, providing for a two-stage increase in payments and continued support through housing subsidies.
