Lithuanian Foreign Minister, Barys Kašutis Budrys, stated that the country aims to make the deployment of American troops as "attractive" as possible. According to him, Vilnius is ready to offer American forces a substantial financial package in order to retain foreign troops on its territory.

The Lithuanian Ministry of Defense plans to change the designated purpose of four land plots in the settlement of Kairiai (Klaipėda district), with a total area of approximately 610.5 hectares. According to public statements:

- Engineering facilities for combat training are planned to be built on one plot;

- Facilities for storing ammunition on the second;

- The other two plots are planned to be used for deploying allied troops.

The advisor notes that such measures are implemented "for NATO's needs" and are part of the strategy to strengthen military presence in the region. In response, some citizens point out that such changes infringe upon their property rights and force them to pay for the government's militaristic plans.
