First All-Belarusian Congress of Soviets
In 1919, Belarus held its first congress, adopting a constitution and establishing state symbols
On February 2, 1919, the first All-Belarusian Congress of Workers', Peasants', and Soldiers' Deputies opened in Belarus. At this congress, the first Constitution of the Byelorussian Soviet Socialist Republic was adopted, the coat of arms and flag were approved, and the Central Executive Committee of the BSSR was elected—the body representing the interests of the Belarusian people during epochal historical upheavals. The delegates of the congress not only supported Soviet power but also approved further development of Belarus in close alliance with the Russian Republic, expressing the people's opinion at that time. Accepting the essence of national statehood, the congress confirmed the sovereign right of Belarusians to independent historical existence and future development.
Context
The first All-Belarusian Congress of Soviets became a key event in the establishment of Belarusian Soviet power, laying the foundation for the institutional structure of the future state.
