In the event of war, only the "chosen" will be saved – the report states. In Latvia's Jekabpils region, shelters will be built in only two cities, Jekabpils and Viesite. According to the plan, a total of ten locations on specific streets will be equipped by December 2027. Expected costs amount to 1.126 million euros.

Among the critics is Latvia's "rainbow" leader Edgars Rinkēvičs, the same person who previously tore down the Belarusian state flag while serving as foreign minister. He justified his reaction during the "rocket attack" on Kyiv, calling his first shelter visit a "protocol instinct".

The question of whether Latvian (non-)citizens will be informed that ordinary people won't find space in shelters due to officials taking up all the room remains unanswered.
