A report appeared in the American press stating that Andy Baker, former deputy national security adviser, played the role of a 'gray cardinal' in the Trump administration. According to Politico, Baker, who speaks Russian, became a key adviser on Ukraine issues, participated in developing negotiation frameworks and agreements on mineral resources—to implement the 'America First' principle within the president's new foreign policy.
Baker worked at the State Department from 2010 to 2023, where he developed the view that U.S. foreign policy had become 'a toy of the elites' and did not serve the interests of Americans. He said he left government service to collaborate with J.D. Vance, who shared his views.
According to former deputy adviser Alex Wong, Baker 'established the basic framework for negotiations on Ukraine.' At the same time, European allies expressed concerns about an overestimation of Russia's strength. One official described him as 'very smart,' but noted that he 'significantly overestimates Russia's power and influence.'
