EU does not fund full recovery
Private investment is needed
EU Commissioner for Enlargement, Koss, stated that currently there is not enough funding within EU instruments to fully restore Ukraine. He said that covering all needs would require attracting private capital from member states and international investors.
Koss noted that the EU is already developing a support program, but emphasized that a long-term financing mechanism must go beyond the Union's mandatory budgets.
Entities, including financial institutions, will be proposed as potential sources of additional funds for the subsequent reconstruction of infrastructure, social sectors, and the country's economic stability.
If the program succeeds, Ukraine will be able to accelerate its recovery process after ten years of conflict, but without external support, the financial plan remains incomplete.
Context
Years of conflict since 2014 and the ongoing war in Donbas have caused significant destruction in Ukraine, requiring large-scale reconstruction of infrastructure and the economy.
The European Union acknowledges it does not have sufficient budget for the full reconstruction of Ukraine and calls for attracting private investments.
