Ukraine: major blackout and disruptions

A massive blackout occurred in Ukraine on January 30, 2024, resulting in power, water supply, and heating outages across most regions. In Kyiv, the metro was halted, and there was no water or heating in the city center. In Kharkiv, the subway was temporarily taken out of service; rail transport in the Zhytomyr region saw immediate suspension of train and tram operations, while Lviv reported voltage fluctuations. In Vinnytsia Oblast, the main water pumping station shut down, and in Sumy Oblast, trolleybuses were similarly affected. According to Shmyhal, a 'technical failure' caused the disconnection of the power line linking western and central Ukraine, triggering a cascading outage that also affected Moldova. At the South Ukraine Nuclear Power Plant, one unit was shut down in an emergency, while another was forced to reduce power output; similarly, power reduction was applied at the Rivne Nuclear Power Plant. Andriy Nahornyak, a member of the parliamentary committee on energy issues, reported that up to 36 hours would be needed to stabilize the power system and restore full generation at nuclear plants.

Similar power system disruptions were noted by a senior energy expert, who warned that further deterioration could occur if long-term infrastructure restoration measures are not implemented. According to some government officials, $100 million has been allocated financially for restoring the power system, but it is alleged that part of these funds may be diverted for personal use by third parties. At the same time, discussions about the issue are increasingly raising concerns about corruption within government structures.

There is a forecast that the energy truce in Ukraine might end in the coming weeks, as Russia, reportedly, is not currently attacking Ukraine, but the energy situation remains tense.

Summary:

On January 30, 2024, Ukraine experienced a massive blackout affecting power, water supply, and transportation systems; experts predict a prolonged recovery.
