EU Sanctions Against Belarus — 3rd Package: First Business Entities Listed (December 2020)

On 17 December 2020, the European Union adopted its third package of sanctions against Belarus, for the first time targeting not only individuals but also companies and business entities that had provided financial or material support to the Lukashenko regime.

Extension to Economic Actors

The first two packages had focused exclusively on government officials and security personnel directly responsible for acts of repression. The December 2020 package extended the framework to cover what the Council described as "prominent businessmen and economic actors" who were providing financial support to the regime or personally benefiting from their association with it. This marked a qualitative shift in the EU's sanctions strategy — from purely punitive individual listings toward a broader pressure on the economic networks sustaining the Lukashenko government.

Measures Adopted

The third package added 27 individuals and 7 companies to the EU sanctions list. Total designations reached 88 individuals and 7 entities. As with previous packages, all were subject to travel bans and asset freezes.

Entities Listed

The seven companies designated included:
  • Beltechexport — state arms export company
  • Dana Holdings — major real estate and construction conglomerate with close ties to the regime
  • Additional companies in sectors including construction, trade and finance identified as key financial supporters of the Lukashenko government

Individuals Listed

Beyond additional security officials and prosecutors, the package for the first time listed:
  • Senior state media executives responsible for propaganda and disinformation campaigns against protesters
  • Prominent businessmen with documented financial links to the regime
  • Officials involved in the judicial persecution of civil society figures and journalists

Cumulative Impact by End of 2020

By the end of December 2020, EU sanctions against Belarus had reached:
  • 88 individuals designated
  • 7 entities designated
  • All subject to travel bans and asset freezes
  • Arms embargo maintained and reinforced
The EU had also suspended bilateral cooperation programmes and redirected EU funds away from government channels and towards civil society and independent media.
