EU struggles to agree on new Russia sanctions package

EU ambassadors did not approve the 21st sanctions package against Russia, so the issue will be discussed tomorrow at talks among foreign ministers. They will address controversial topics, including fishing, entry of Russian military personnel, and personal sanctions (including against Patriarch Kirill).
