Lukashenko: Don't close healthcare gaps with administrative barriers

The head of state commented on proposed changes for private healthcare, including increasing the mandatory work experience in state institutions from 3 to 7 years and requiring at least the first qualification category, including for mid-level medical staff.

"So, do state organizations become a springboard for private business or not?" he asked. He also questioned whether conditions for state and private healthcare are truly equal.

Lukashenko ordered an analysis of how massive the outflow of medical personnel to the private sector is, whether the new measures will strengthen staffing in state institutions, and how private clinics contribute to the state's social tasks.

His conclusion was firm: "Don't replace problem-solving with the imposition of administrative barriers if it's unnecessary." He emphasized that draft laws should not be brought to the President without full public discussion and a balanced assessment of pros and cons.

"Legislation must be as stable as possible."
