Lukashenko signs decree on changes to scrap vehicle collection and disposal

Alexander Lukashenko has signed a decree amending the 9 August 2011 Decree No. 348 'On measures to organize the collection, storage, and subsequent disposal of non-operational vehicles'.

The document aims to reduce issues related to abandoned vehicles and simplify the work of executive committees and authorized organizations in this area.

According to the decree, non-operational vehicles now include faulty self-propelled machines (tractors and similar equipment) left outside private residential plots and parking areas.

Organizations authorized by executive committees have been granted the right to handle abandoned vehicles. They, along with the executive committees, can now obtain information about individuals who previously had direct involvement with the abandoned machinery (such as insurance, technical inspection, or fine payments) and who could be the owners, in order to send them notifications.

The timeframe for submitting a court application to recognize a vehicle as abandoned and transfer it to the ownership of the relevant administrative-territorial unit has been reduced from 30 to 10 days.
