Lukashenko signs decree on healthcare funds and charitable activities

Lukashenko has signed a decree 'On Funds and Charitable Activities in Healthcare' to regulate legal relations in this area and update general provisions on funds.

The document defines charitable activities in healthcare and specifies the individuals involved in their organization and financing.

A procedure has been established for collecting funds for medical assistance, their targeted spending, and handling of funds received on charitable accounts exceeding limits or remaining unclaimed. A mechanism for monitoring the movement and targeted use of collected funds is also introduced.

The decree approves a revised regulation on the establishment, operation, and liquidation of funds. Key changes include doubling the minimum property size required to establish and operate healthcare funds. The decree also sets limits on fund expenditures for employee salaries and other payments, as well as for entrepreneurial activities. Notably, donations from individuals and legal entities cannot be used for such business activities.

Implementation of the decree aims to prevent misuse of collected funds, increase transparency in fund operations, improve oversight, and generally systematize charitable activities in healthcare.
