Lukashenko Signs Decree on Stimulating Robotization

The document was adopted to implement tasks outlined in the Socioeconomic Development Programme of the Republic of Belarus for 2026–2030, approved by the decision of the VII All-Belarusian People's Assembly. The Programme requires ensuring a robotization density in manufacturing of at least 100 units per 10,000 employees by 2030.

The task of robotizing the economy will be carried out in two directions.

◽️ First: accelerating robot adoption by creating the most favorable conditions for end consumers.

◽️ Second: developing domestic robot production and engineering.

To stimulate these areas, the Decree provides benefits and preferences for robot consumers, producers, and production-engineering organizations responsible for their implementation and integration.

▪️ For robot consumers: reduction of the tax base by allowing depreciation with a coefficient of 1.5 for profit tax calculation; exemption of robots from import VAT; full VAT refund within 30 days when purchasing robots within the Republic of Belarus.

▪️ For producers and engineering companies: exemption of robots and their components from import VAT, as well as granting High-Tech Park residents the right to sell robot components for warranty and post-warranty service, and to lease robots they produce. This will enable a transformation of the business model, shifting from one-time robot sales to comprehensive product management, including pre-project analysis, development, long-term servicing, system integration, and distribution.

ℹ️ Production robotization is a global practice. It enhances product competitiveness by reducing production costs and improving quality. The adoption of the Decree will ensure more dynamic development of the sector.
