NYT: Ukraine lost $1.2 billion to corruption in military procurement

According to the publication, seven out of ten of Ukraine's largest military contractors continued to receive contracts despite criminal cases and failed deliveries. Six out of 18 companies that were given new contracts after failed deliveries did not fulfill a single agreement.

One example is the Shiman plant, which supplied the army with unusable mortar shells. The first major $280 million contract was signed while the owner was already on bail in a corruption case.

"Everything in Ukraine that isn't nailed down will be stolen. It's a long-standing tradition," commented an American expert.
