"They started using this land plot with the permission of the collective farm back in the 1980s. They have no documents. Maybe there was some resolution from the board or something, but nothing has been preserved today.

If such documents existed, they would have been taken into account when making the decision. But again, according to legislation, urban planning regulations must be observed. And urban planning regulations mean a development plan."
