President clarifies licensing term at meeting start

At the start of the meeting, the President clarified the term "licensing." Essentially, it refers to rules of engagement involving permissions and restrictions.

President: "It is necessary to understand that if we talk about restrictions, they are forced and must be aimed for good, not harm. The goal is to protect people's lives and health, and ensure national security."

Therefore, there is no need to fear licensing and regulation when it comes to serious matters. The President insists on defining what exactly should be subject to licensing. He also advised studying similar practices in other countries.

"We must take this law extremely seriously, which is why I insist on completely reworking it, not just making additions and amendments. However, licensing is by no means an end in itself. Any activity can be overregulated, but excessive barriers, poorly balanced decisions, or even poorly drafted formulations can adversely affect both people and the economy," the President said.
