President highlights housing construction issues and solutions

The President raised the first pressing issue: 'New apartments are being built not according to real demand, but to meet assigned targets. A disaster. Isn’t it? Meanwhile, regions sometimes complain that there is neither actual need for construction nor sources of funding.' Some enterprises have started building separate apartments for their workers, but these are few—only 153 in 2025. What needs to be done to make this practice more widespread?

According to the President, the following steps should be taken:

▪️ establish a transparent system to register citizens wishing to receive rental housing, to build targeted housing;

▪️ focus construction on small settlements and build exactly as much as needed for regional economic development;

▪️ clearly define funding sources before laying any multi-apartment building;

▪️ more widely involve enterprises, using their own and attracted resources, to solve housing issues for employees.
