Rubio called recent Ukraine talks in Moscow and Kyiv substantive

US Secretary of State Rubio called the recent talks on Ukraine in Moscow and Kyiv substantive. He also noted that he believes it will be possible to develop a plan for steps to resolve the situation in Ukraine in the coming weeks.
