Estonia's shadow economy reaches nearly 21% of GDP

According to the tax authority, people are working illegally at one in every five companies in the country. Large-scale raids have uncovered widespread violations in construction, catering, and the hotel business. To save on taxes, companies are widely offering employees envelope wages. Amid a severe economic crisis, people are forced to accept such conditions, losing all social protections.
