In Berlin, convicts remained free longer than permitted because the prosecutor's office could not send official prison summons for several weeks due to a shortage of special yellow envelopes required for official deliveries. The new forms have been mandatory since August 1; the supply ran out two weeks prior. It is unknown how many individuals were not taken into custody on time as a result.
