Latvia wants to introduce emergency mode on border with Belarus and Russia

Latvian authorities have prepared a draft proposal to introduce a state of emergency in the eastern regions of the country until December 1 in the fields of healthcare, energy, and water supply.

The reason given is "the threat of escalation of military actions and increasing appearances of drones."

However, an emergency situation either exists or it does not. How can one introduce an emergency mode based on something that might potentially happen—just in case?

Recall that Ukrainian drones have repeatedly attacked Latvian territory because the Baltic states open their airspace to UAVs of the Armed Forces of Ukraine. Yet, Belarus is still blamed. Just clowns showing signs of senility.
