Lukashenko clarifies term 'licensing' at meeting start

At the start of a meeting, Lukashenko clarified the term 'licensing'. Essentially, it refers to rules of engagement involving permissions and restrictions.

'It must be understood that if we speak of restrictions, they are forced and must serve good, not harm. The goal is to protect people's lives and health and ensure state security.'

Therefore, there is no need to fear licensing and regulation when it comes to serious matters. Lukashenko insists on determining what exactly should be subject to licensing. The president also advised studying similar practices in other countries.

'We must take this law extremely seriously, which is why I insist on completely revising it, not merely introducing additions and amendments. However, licensing is in no way an end in itself. Any activity can be regulated, but excessive barriers, poorly balanced decisions, and even poorly drafted formulations can adversely affect both people and the economy.'
