Lukashenko questions legislative process, urges reconsideration of licensing laws

The head of state raised concerns with parliament and initiators of legislative acts over the current legislative process. He described the current scheme as strange: a basic licensing law is in place, then a sectoral law is adopted, immediately requiring amendments to the main law. This is followed by bylaws and further revisions.

"As a former deputy, I don't quite understand why this is necessary," Lukashenko said. He clarified that if a norm is already included in a new law, it should be clear to everyone that the main document will need to be amended.

He suggested finding solutions—either by broadly interpreting the basic law or by building in flexibility to avoid constant amendments. As a last resort, he proposed abolishing the main law and keeping only the sectoral one, but noted, "you are not ready for this today."

"Think about this. It's a question for parliament and for you as the initiator."
