New Fingerprinting Rules for Foreigners in Belarus from June 1

As of June 1, 2026, amendments to the Law on State Dactyloscopic Registration introduce new requirements for foreigners and stateless persons in Belarus. Mandatory state dactyloscopic registration now applies to those who have applied for refugee status, additional protection, asylum, or temporary and permanent residence permits, as well as those granted temporary protection status. Exceptions are made for individuals under 14 years of age and those aged 75 and older. The changes aim to enhance security, simplify monitoring of foreign nationals, and detect violators attempting to enter Belarus using altered personal data. The Ministry of Internal Affairs emphasizes that these measures are not discriminatory and align with global practices. Foreigners are reminded that only those with permanent residence permits and documented residency status may engage in entrepreneurial activities in the country. Belarusian legislation on the legal status of foreigners continues to evolve, with the core rule remaining compliance with laws, respect for state symbols, and national traditions.
