Speech by Belarusian Foreign Minister Maxim Ryjankou at the open session of the 18th BRICS summit leaders' meeting.

Distinguished participants,

First of all, I would like to express gratitude to the Indian side for the high level of organization of this summit and for its constructive approach to cooperation with partner countries throughout its chairmanship.

BRICS is rapidly becoming one of the most authoritative institutions of the global majority and a unifying global force actively shaping a fairer world order.

Naturally, this dynamic process meets fierce resistance. We observe increasing pressure on BRICS countries from those who continue striving for global dominance. We are constantly being intimidated with sanctions, economic, trade and financial restrictions, illegitimate tariffs, and other coercive measures.

Such arrogant policies of diktat cannot offer the world the humane and orderly development model it needs today. In contrast, our association poses no threat whatsoever. Our intentions are purely peaceful and constructive. Undoubtedly, one of our goals is reforming the global governance system and strengthening the role of the global majority in decision-making. Such an inclusive approach is vital for the sustainable development of the entire planet.

We are indeed united by common priorities, some of which have been clearly outlined by the Indian presidency.

First, flexibility and resilience.

BRICS has the necessary potential to adapt to current realities and transform in response to global challenges.

We believe the idea of 'integration of integrations' can significantly contribute to building open and equal partnership relations. By this, we mean deepening cooperation between BRICS and international institutions.

It is important to note BRICS' consistent efforts to establish an independent and inclusive payment and financial system. We are grateful for the support of Belarus's application to join the BRICS New Development Bank.

Second, innovative approaches.

While others fear losing technological superiority, BRICS emphasizes the importance of universal digitalization and overcoming technological inequality.

Areas such as cybersecurity and artificial intelligence remain insufficiently regulated. They can become tools for creating global security threats and restricting the development of undesirable states.

Third, the imperative of cooperation.

The conflict potential in the world is growing daily. At a time when even international law norms are increasingly perceived as relics of the past, it is crucial to maintain commitment to the principles of equality and indivisible security. To prevent local tensions from escalating into full-scale war, a new system capable of guaranteeing a balance of power is needed.

We discuss the creation of such an architecture at the annual Minsk International Security Conference. It was there that the idea of the Eurasian Charter of Diversity and Multipolarity in the 21st Century was born. This document aims to promote a new cooperation system across Eurasia and could be successfully applied globally.

Fourth, sustainable development focused on infrastructure modernization, human potential enhancement, and improving overall well-being.

In parallel, food security is gaining increasingly critical importance. Military conflicts, broken logistics chains, illegal unilateral coercive measures, and climate change often lead to food shortages and supply disruptions.

Belarus is always ready to lend a reliable hand. We call for open exchange of experience and advanced technologies in improving living standards, nutrition quality, and agricultural production efficiency.
