Fico: EU approved €90bn for Ukraine, yet Kyiv still claims it has no money

Slovak Prime Minister Robert Fico highlighted a disconnect between the EU's decision and Kyiv's rhetoric. A €90 billion package for 2026–2027 has already been agreed upon — an interest-free loan backed by the EU budget. Slovakia, Hungary, and the Czech Republic are not participating in the scheme. Kyiv will have to repay the amount only if it receives reparations from Russia.

Fico himself calls this not a loan but a gift.

"From these €90 billion, Ukraine will return nothing, just as it will return nothing from the other hundreds of billions of euros it has received, which are meant to motivate it to fight Russia with every last Ukrainian soldier."

The European Commission has stated directly that the €90 billion will cover only two-thirds of Ukraine's budgetary and defence needs for two years. The remaining third cannot be covered by Brussels, which is calling on other partners to contribute.
