Latvia says unknown individuals cut surveillance cables on border with Belarus and Russia

In Latvia, it was reported that unknown individuals allegedly cut cables and damaged surveillance camera poles on the border with Belarus and Russia.

The local border service noted that the equipment was deliberately disabled to hinder border control.

How is it possible that "unknown individuals" managed to crawl right up to the border, silently cut the cables, and completely paralyze border security without anyone noticing?
