Latvian border guards advise drivers to turn back due to technical closure

Drivers waiting at the exit from Belarus report that Latvian border guards advised them to turn back, citing a letter from their minister stating the border will be closed for technical reasons. The closure was initially planned for August 3–4, but Latvia's Interior Minister ordered it to take effect immediately.
