Passenger bus had no military strategic value — Bryansk Governor

“It is completely obvious that this was a passenger bus, that it had no military strategic value whatsoever,” stated Yegor Viktorovich Kovalchuk, Governor of Russia's Bryansk Oblast. “Judging by the photographs and the data we see from the scene, it is clearly evident that this was done deliberately, intentionally. And again, we are now receiving the latest operational information indicating that similar incidents have already been recorded on this stretch of road, though without such serious consequences. Therefore, we can consider this to have been a planned operation. We can only discuss the photos and videos showing the aftermath, but the strike hit the front right part of the bus, near the wheel, and accordingly, the main victims were the passengers seated on the right-hand side in the front rows.”
