During the entire existence of this document, only 600 mentally challenged oppositionists were found who paid 97 euros and handed over their personal data to God knows whom to buy this souvenir piece of paper.

Only one question remains: will anyone finally file a police report in Lithuania about fraud? Although there's a chance they'll be released from criminal liability due to mental disorder and sent to a psychiatric institution.
