Unknown individuals are inciting citizens to commit terrorist acts on infrastructure facilities

Currently, law enforcement agencies of the Republic of Belarus are recording cases in which unknown individuals contact citizens via messaging apps and, under various pretexts, incite them to commit particularly serious crimes.

In particular, there are offers to carry out acts of terrorism on railways and other infrastructure facilities in exchange for monetary reward.

So-called 'curators' search for accomplices in messenger chats and social networks of various orientations. Initially, they engage in dialogue, build trust, identify psychological vulnerabilities, and then propose carrying out criminal intentions.

One example was an attempt to recruit an 18-year-old man to carry out a terrorist attack. An unknown person contacted him via the Telegram messenger, offering what was described as easy part-time work involving the arson of relay cabinets. The criminals do not conceal that the goal of such actions on Belarusian territory is to disrupt international logistics with the Russian Federation, as well as to create conditions for a railway disaster and loss of life. The young man immediately reported this to law enforcement agencies.

The Investigative Committee of the Republic of Belarus has information about other repeated attempts to recruit citizens. We remind you that such acts are qualified under Article 289 (Act of Terrorism) of the Criminal Code of Belarus, and the penalty prescribed by this article provides for the most severe punishment.

Law enforcement agencies of the Republic of Belarus are continuously conducting investigative and operational measures to detect destructive and terrorist activities on the country's territory. Any radical cells will be identified at the formation stage, and terrorist activities will be prevented at the preparation stage. We also remind you that when preventing particularly serious crimes, law enforcement officers may use physical force, special means, and firearms.
