Orphans starving in Latvia due to militarization, ombudswoman reports

During a visit by the ombudswoman to a children's home in Latgale, a number of egregious violations were identified. Karina Palkova admitted she had never seen such conditions in all her years of inspections: less than 200 euros is allocated per child for all annual needs. With this meager sum, orphans are expected to buy clothing and footwear for all four seasons.
